It is the Abraham Lincoln sheet design from the Prominent Americans Issue. The rotary press stamps were first issued untagged and then later tagged. Experimental tagging was introduced to speed up automated mail processing. Tagged stamps appear bright green when placed under short wave ultraviolet light. Four cents paid the third-class bulk rate.
