The San Francisco mint in 1940 had nearly every walking liberty come out with a weak strike. You will notice the eagles chest looks worn as well as lady liberty’s dress. That’s the strike of this coin. If you find a gem bu 40s without a soft strike you’re going to be spending big money as it’s worth quite a bit compared to others.
