A: The notes, stamps, and coins are from the last year of the former Soviet Union and were issued in 1991. The picturesque collection is a memento of a time not so very long ago when Humanity stood on the precipice of nuclear extinction, and when an "Evil Empire" which had murdered millions, fell almost bloodlessly. This collection tells a part of that demise. Currency Crisis In a socialist republic of Workers and Peasants, that was supposed to equitably distribute the USSR's collective wealth according to the "scientific" principles of Karl Marx, the Soviet government had the odd habit of regularly debauching its currency and defrauding those very same Workers and Peasants. Inflation and mismanagement of the command economy routinely ruined the ruble. The usual fix was 'currency reform,' six in all prior to the Gorbachev era. In most cases the government would issue new notes in exchange for old at 10:1, 100:1, or even higher rates; make a few minor price adjustments to food and housing costs; and maybe lower a tax or two, but they didn't adjust pay rates for lost purchasing power, thereby sticking the Workers and Peasants with the costs of the inflation. That these shock adjustments would regularly pauperize the proletariat didn't seem to matter much to the Comrades in the Kremlin, because that's what they had intended to do. Such was the price of socialist equality. In 1990/91 a new inflation crisis loomed. The problem was that there were over 80 billion excess rubles in circulation. The solution was the Pavlov Reform, the eponymous plan of then Soviet Finance Minister (and future coup plotter), Valentin Pavlov. To relieve the public of a good chunk of that surplus cash, and hopefully tamp down inflation in the process, Mikhail Gorbachev's presidential decree authorizing the shock reform was announced to a stunned Soviet citizenry on the evening of January 22, 1991, at 9 o'clock Moscow time. Gorbachev's decree invalidated all 1961 series 50 and 100 ruble notes, and gave the people a 72-hour window in which to exchange their soon to be worthless money for notes of the new 1991 series; and then, only for a maximum of 1,000 rubles per person - provided that one could find someplace that had enough new cash on hand to perform a full exchange! And although funds held in bank accounts were somewhat protected, it has been estimated that this act of government fraud vaporized as much as 15 billion rubles worth of Soviet workers' savings. The Pavlov Reform was an ill-disguised and bungled devaluation of the ruble and it failed, miserably. This failure was a major factor in the coup which briefly overthrew Gorbachev in August of 1991, and hurried the demise of the Soviet Union in December of that year, when Gorbachev resigned as President of the USSR on Christmas Day. Even before Gorbachev had left office several constituent republics had begun breaking away from the USSR and were issuing their own currencies. The suddenness of the collapse left the remaining republics in a cash limbo; as a stopgap, until they could print their own money, the issuance of new Soviet era notes in 1992 went ahead as previously planned. In the Spring of 1993 all Soviet era notes were finally demonetized and withdrawn from circulation. Identity Crisis The stamp sheet was odd given the subject matter, even under the cultural claims made for it; Russian Orthodox icons on Soviet stamps? Preposterous!.. But, there they were at the end of the communist era. Issued 20 June 1991, in the waning days of the Soviet Union.
