In fact, the hubs show no evidence of having been laced before. This hubset is missing its quick release skewers; you will have to source those separately. In general, it is not recommended to radially lace a hub without explicit clearance from its manufacturer. I personally wouldn’t even consider it for a hub with more than 24 spoke holes.
